Maritime News India – Mangalore : The New Mangalore Port Authority (NMPA) is facing significant confusion regarding its recent tender for the hiring of two 50T BP tugs, a critical project aimed at enhancing port operations. Initial communications of dates 14 October 2024 requested offers for a five-year period, followed by two corrigenda that altered the contract duration and requirements, leaving prospective bidders perplexed.
On October 17, 2024, NMPA issued a first corrigendum budgetary inquiry for the hiring of tugs for ten years. The second corrigendum, dated 23 October 2024, changed the duration once again to seven years, creating a ripple effect of uncertainty among contractors who are trying to adjust their proposals accordingly.
The importance of this tender cannot be overstated. The tugs are essential for the effective maneuvering of vessels within the port, facilitating smoother operations and enhancing safety. By securing these services, the NMPA aims to bolster its operational capacity and improve service delivery, which is vital for the port’s growth and competitiveness.
However, the ongoing adjustments to the tender conditions have left many contractors unsure about how to proceed. With each change, bidders must reevaluate their proposals, potentially leading to delays in the hiring process and affecting the timeline for critical operational improvements at the port.
“The NMPA needs to clarify its intentions and settle on a consistent tender framework to prevent further confusion and ensure that contractors can provide accurate and competitive offers” expressed an Contractor anonymously.
As this situation unfolds, the authority must prioritize transparency and communication to restore confidence among prospective bidders and facilitate the swift advancement of this vital project.
