Paradip Port Unveils ₹46,000 Crore Maritime Expansion Blueprint

Maritime News India Paradip, Odisha, February 2, 2026: Paradip Port Authority (PPA) has outlined an ambitious multi-project expansion strategy aimed at reshaping Odisha’s maritime landscape, with proposed investments exceeding ₹46,000 crore across port, shipbuilding, and tourism-linked infrastructure.

In a series of high-level engagements, PPA Chairman Shri P. L. Haranadh met the Governor of Odisha, Dr. Hari Babu Kambhampati, and later held detailed discussions with Chief Secretary Smt. Anu Garg, IAS, to present a roadmap designed to elevate Paradip’s handling capacity to 300 million metric tonnes (MMT) and deepen its strategic role in India’s port-led development agenda.

Scaling Capacity Beyond the Present

Paradip Port currently stands among India’s leading major ports, and the proposed expansion aims to consolidate that leadership. Central to the roadmap is capacity augmentation supported by logistics digitisation, infrastructure debottlenecking, and enhanced operational efficiencies.

The vision aligns port growth with Odisha’s broader industrial ambitions, reinforcing maritime infrastructure as a catalyst for economic transformation under the national Viksit Bharat framework.

Bahuda Satellite Port: A ₹21,500 Crore Expansion

One of the most significant proposals is the development of the Bahuda Satellite Port, envisaged with an estimated investment of ₹21,500 crore. The project is intended to ease congestion at the main Paradip facility while significantly expanding cargo-handling capability along the state’s coastline.

If executed as planned, the satellite port could strengthen eastern India’s logistics corridor and improve throughput efficiency for bulk and industrial cargo.

Kendrapara Shipbuilding Cluster: Industrial Multiplier

Another cornerstone initiative is a proposed ₹24,700 crore shipbuilding and ship repair cluster in Kendrapara district. The project aims to position Odisha as a competitive maritime manufacturing hub, extending beyond cargo handling into vessel construction and allied industries.

Officials indicated that the cluster would generate large-scale employment and stimulate ancillary sectors, including fabrication, engineering, marine equipment supply, and logistics services.

The move reflects a broader push to diversify the state’s maritime economy beyond mineral exports toward value-added industrial activity.

Puri Cruise Terminal: Linking Maritime and Tourism

Beyond cargo and shipbuilding, the roadmap includes a ₹500 crore cruise terminal near the upcoming Shree Jagannath International Airport in Puri.

The proposed facility is designed to connect Puri with regional cruise destinations such as Visakhapatnam, Digha, and the Andaman Islands, integrating maritime infrastructure with coastal tourism development.

The project seeks to create a new maritime tourism circuit along India’s eastern seaboard while complementing Odisha’s cultural and heritage economy.

Strategic Integration and Long-Term Outlook

During the engagements, discussions focused on aligning port expansion with broader industrial ecosystems, ensuring that infrastructure growth translates into sustained economic impact.

Shri P. L. Haranadh described the roadmap as a transformational phase for Odisha’s maritime sector, emphasising that the projects aim not merely to increase capacity but to build a comprehensive maritime ecosystem capable of supporting long-term industrial and employment growth.

With proposals spanning cargo expansion, shipbuilding infrastructure, and cruise development, Paradip Port is positioning itself as a central node in eastern India’s evolving maritime and economic architecture.
