India Launches Blueprint for Global Maritime Safety Intelligence Platform
Directorate General of Shipping charts ambitious course for digital transformation in maritime safety with a tech-backed intelligence hub inspired by global best practices
Maritime News, Mumbai, India : In a bold move to redefine maritime safety standards, the Directorate General of Shipping (DGS), under the Ministry of Ports, Shipping and Waterways, has announced plans to develop a cutting-edge Indian Global Maritime Safety Platform (IGMSP)—a first-of-its-kind digital command center for shipping safety and accident prevention.
A global Expression of Interest (EOI) has been floated to onboard technology partners capable of building and managing the comprehensive digital infrastructure. Once operational, IGMSP is expected to position India among global maritime safety leaders, alongside Europe’s EMCIP, the UK’s MAIB, the US NTSB, and other international benchmarks.
A Smart Safety Grid for Indian and Global Waters
The IGMSP is envisioned as a cloud-powered, AI-integrated, multilingual platform offering:
- Real-time analytics
- Safety dashboards
- Predictive incident modeling
- Centralized access to advisories, training content, and regulatory circulars
It will seamlessly integrate with the DGComm Portal, India’s national crisis response systems, and trusted third-party platforms.
“The platform will transform how we understand, respond to, and prevent maritime accidents. This is India’s strategic leap into next-gen maritime governance,” said a senior DGS official.
Core Objectives: Safety, Intelligence, and Training at Scale
The Indian Global Maritime Safety Platform (IGMSP) is built upon six foundational pillars:
- Real-Time Risk Intelligence
- AI-powered dashboards to detect and predict hazards
- Live incident trend monitoring
- Comprehensive Knowledge Hub
- Multilingual repository for safety protocols, circulars, and IMO guidelines
- Seafarer-Centric Learning
- LMS with 30–40 animated safety videos
- Open certification courses for seafarers
- Incident Management Suite
- Secure system for incident documentation and investigation
- Emergency Response Grid
- Crisis simulators and real-time coordination tools
- Collaboration & Compliance Engine
- Integration with third-party platforms
- Automated compliance reporting with IMO, ILO, MARPOL standards
Safety Videos
The DG Shipping has recently published the tender for creation of around 30 safety videos per year, based on marine safety investigation reports. These will complement casualty circulars for wider reach and understanding—a global first by any Maritime Administration. The platform will host these videos.
Who Will Benefit and How
Stakeholder | Key Benefits |
---|---|
Shipowners & Operators | Access to trend-based incident predictions and compliance-ready reporting tools |
Seafarers | Multilingual safety advisories, training videos, and open certifications |
Training Institutes | Case studies, real-time data, e-learning integration |
Policy Makers & Surveyors | Single-source for audits, investigations, regulatory reviews |
Tech Vendors & Innovators | Co-create India’s flagship maritime intelligence infrastructure |
Challenges to Watch
- Migrating legacy data
- Scalability for ~2,000 daily users
- Cybersecurity compliance (CERT-IN audits)
- Multi-language training delivery
- Hosting on MeitY-approved cloud infrastructure
Vendor Mandates and Deliverables
Selected vendors must:
- Develop and host a beta version
- Complete user acceptance testing (UAT)
- Deploy the final platform at the central level
Key Deliverables:
- 24/7 technical support
- Triannual cybersecurity audits
- Continuous platform upgrades based on feedback
- Hands-on training for DGS officers and maritime personnel
Measurable Outcomes Expected
- Significant reduction in marine incidents in Indian waters
- Unified, secure access to digital safety documentation
- Scalable training for seafarers and institutes
- Real-time emergency coordination
- Boosted global stature for India in maritime safety governance
“This is more than a platform—it’s an ecosystem shift. With IGMSP, India is not just responding to incidents but predicting and preventing them,” remarked a senior DGS advisor.
What’s Next?
The selected technology partner must:
- Conduct a detailed feasibility study
- Submit a comprehensive ‘Approach & Methodology’
- Build architecture, AI models, and secure cloud interface
- Undergo security clearances and host UAT
- Deploy the platform
Project Milestones:
- EOI Submission Deadline: As per official eprocure.gov.in timeline
- Project Go-Live Target: Within 12 months of vendor onboarding
- Operations & Maintenance: 3 years (1-year warranty + 2-year AMC)
