A Discrepancy in User Engagement
Despite ambitious claims, recent data reveals a significant discrepancy. As per the information shared in a training programme named ‘Workshops On Sagar Setu App’ organised by Ministry of Ports, Shipping and Waterways. It was announced that the app boasts a user base of over 21,000. However its Google Play Store data shows that it has only 500+ downloads. This gap raises concerns about the platform’s actual adoption and effectiveness among maritime stakeholders.
Launch
Since its launch on 2 April 2023, the Sagar Setu application has been launched and promoted as a cutting-edge solution for the Indian maritime industry, claiming integration with all 13 major and 41 non-major ports across the country. The launch was done by Union Minister for Ports, Shipping and Waterways Sarbananda Sonowal and the launch event, was attended by Shripad Y Naik, Minister of State for Ports, Shipping and Waterways, Sudhansh Pant, Secretary, and other senior officials. It was stated as a significant step in streamlining India’s maritime logistics.
The platform was designed as a single-window solution under the National Logistics Portal (Marine) initiative, aimed at providing comprehensive end-to-end logistics solutions. Its vision includes facilitating seamless document exchange and transactions for exporters, importers, and service providers, supporting Government-to-Government (G2G), Government-to-Business (G2B), and Business-to-Business (B2B) models.
An Ambitious Initiative
Sagar Setu is marketed as an “open platform” that supports the coexistence of multiple service providers, integrating with Port Operating Systems (POS), Terminal Operating Systems (TOS), and other stakeholder systems within the maritime ecosystem. The app promises enhanced efficiency through real-time data exchange, digital self-clearance, and streamlined transactions.
Key Integration Features
- Ports & Terminal Operators: All major and non-major ports are linked with the National Logistic Portal Marine (NLP-M).
- Customs: Facilitates data exchange with Indian Customs Electronics Gateway (ICEGATE).
- Port Health Organisation (PHO): Digitizes the process for health certificates.
- Mercantile Marine Department (MMD): Provides real-time vessel detention and release information.
- Indian Railways: Integrates with the Freight Operations Information System (FOIS) for voyage and container data.
- Unified Logistics Interface Platform (ULIP): Connects multiple logistics messages.
- Directorate General of Lighthouses and Lightships (DGLL): Tracks lighthouse dues payments.
- Banks: Supports Business to Government (B2G) transactions, with plans for Business to Business (B2B) capabilities.
Challenges and User Support
The Sagar Setu platform processes approximately 1,300 queries and issues monthly through its 24/7 Helpdesk. Key challenges include issues with Electronic Data Interchange (EDI) files, integration with Customs systems, and problems with Container Pre-arrival Report (COPRAR) messages. The average resolution time for these issues is around four days. The platform has conducted several workshops and training sessions to address user needs, including Conference Room Pilot sessions, Port Feedback sessions, and User Acceptance Testing (UAT) demos.
Addressing Discrepancies and Future Directions
The notable discrepancy between the reported user base and actual app downloads indicates a need for a thorough review of user engagement and acquisition strategies. To bridge this gap, the platform must enhance its marketing efforts, expand outreach initiatives, and refine user acquisition and retention strategies.
As Sagar Setu continues its role in revolutionizing maritime operations, overcoming these challenges and improving transparency will be essential for its success. Ensuring broader acceptance and effective utilization will be critical in achieving the platform’s goal of streamlining India’s maritime logistics and enhancing operational efficiency.
